An apology for absence was received from Councillor R.Trigg (Executive Member, Governance, Community Safety, Police and Crime Commissioner and Corporate Property).

The following items were considered:-

Report of the Executive Director (Resources, Environment and Cultural Services) providing an update on the budget proposals for recommendation to the Council.

Report of the Executive Director (Resources, Environment and Cultural Services) providing an update to the proposed 2018/19 budget papers discussed at the Cabinet meeting on 9 January 2018 (Minute 85 refers) for recommendation to the Council meeting on 5 February 2018.

Reference had been made to possible changes in legislation regarding planning fees and charges.

The Town and Country Planning Regulations had now been approved and the new planning fees which had been increased by 20% were shown in Appendix E to the report. The planning fees were set by statute and the new fees were applicable from 17 January 2018.

The increased income from this legislation must be used towards the planning service. Officers would be examining the financial impact resulting from the increased fees over the next few months and a budget adjustment would be considered as part of the Quarter 1 budget monitoring report in 2018/19.

Apart from the revised fees and charges schedule, there had been no other items requiring an updated position. 

It was noted that the proposed Local Land Searches Fees for 2018/19 (set out on page 18 of Appendix E to the report) would be corrected in the budget papers for the Council meeting.

To consider the comments of the Resources Overview and Scrutiny Committee at its meeting on 18 January 2018 on the budget proposals and medium term forecasts 2018/19.

The Resources Overview and Scrutiny Committee budget scrutiny meeting on 18 January 2018 considered and discussed the budget reports submitted to the Cabinet meeting on 9 January 2018 and the Committee’s comments were submitted.

The Committee’s comments did not require changes to be made to the budget papers.

RESOLVED:

(1)       That the report be noted and the changes detailed in section 3 in respect of Planning Fees be approved for inclusion in the budget papers.

(2)       That the comments made by the Resources Overview and Scrutiny Committee on 18 January 2018 on the budget be noted.

(3)       That the budget 2018/19 and associated papers be recommended to the Council meeting on 5 February 2018 for approval.
