APPOINTMENT OF CHAIRMAN AND VICE-CHAIRMAN

To note that Councillors H.Bower and P.Hebden were appointed Chairman and Vice-Chairman of the Committee for the 2018/19 municipal year at the Annual Council meeting on 21 May 2018.

Members noted that Councillors H.Bower and P.Hebden had been appointed as Chairman and Vice-Chairman of the Committee for the 2018/19 municipal year at the Annual Council meeting on 21 May 2018.

SUBSTITUTION OF MEMBERS

To note any substitution of Members made in accordance with Council Procedure Rules 19-22.

The following substitutions of Committee Members had been made in accordance with Council Procedure Rules 19-22:

 

Councillor J.Cragg for R.Trigg, Councillor G.Hayes for L.Chesterman and Councillor M.Larkins for A.Chesterman.

MINUTES

To confirm as a correct record the Minutes of the meeting held on 30 November 2017 (previously circulated).

Minutes:

The minutes of the meeting held on 16 October 2017 were confirmed as a correct record and signed by the Chairman.

5.

EXCLUSION OF PRESS AND PUBLIC

The Committee is asked to resolve:

 

That under Section 100(A)(2) and (4) of the Local Government Act 1972, the press and public be now excluded from the meeting for item 7 on the grounds that it involves the likely disclosure of confidential or exempt information as defined in Section 100A(3) and Paragraph 1 (personal information), 2 (individual identity) and 3 (private financial or business information) of Part 1 of Schedule 12A of the said Act (as amended).

 

In resolving to exclude the public in respect of the exempt information, it is considered that the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

In resolving to exclude the public in respect of the exempt information, it was considered that the public interest in maintaining the exemption outweighed the public interest in disclosing the information.

DETERMINATION OF A REVIEW OF A HACKNEY CARRIAGE DRIVER'S LICENCE

Exempt report of the Hackney Carriage Officer on the application for a review of a Hackney Carriage Driver’s Licence.

Minutes:

The Hackney Carriage Officer presented the exempt report of the Corporate Director (Public Protection, Planning and Governance) on the determination of a review of a Hackney Carriage Driver’s Licence.

 

The applicant, accompanied by his solicitor, was in attendance for the hearing.  

 

Having considered all the evidence, both written and oral, the Committee

 

RESOLVED

 

That as there were no grounds for refusal the application for a Hackney Carriage Driver’s Licence was granted.

7.

DETERMINATION OF A REVIEW OF A HACKNEY CARRIAGE DRIVER'S LICENCE

Exempt report of the Hackney Carriage Officer on the review of a Hackney Carriage Driver’s Licence.

Minutes:

The Regulatory Support Officer presented the exempt report of the Corporate Director (Public Protection, Planning and Governance) on the determination of a review of a Private Hire Driver’s Licence. 

 

The driver, accompanied by his solicitor, was in attendance for the hearing.

 

Following consideration of the evidence presented, both written and oral, the Committee

 

RESOLVED

 

That the incident reported did not warrant a revocation or a suspension, but was significant enough to warrant a written formal warning.
