APPOINTMENT OF CHAIRMAN AND VICE-CHAIRMAN

To note that Councillor S.Markiewicz was appointed Chairman of the Board for the 2019/20 municipal year at the Annual Council meeting on 20 May 2019.

It was noted that Councillors S.Markiewicz and R.Lass were appointed Chairman and Vice-Chairman of the Board for the 2019/20 Municipal Year at the Annual Council meeting on 20 May 2019.

MINUTES

To confirm as a correct record the Minutes of the meeting held on 28 January 2019 (previously circulated).

The Minutes of the meeting held on 28 January 2019 were agreed as a correct record and signed by the Chairman.

DECLARATIONS OF INTEREST BY MEMBERS

To note declarations of Members’ disclosable pecuniary interests, non-disclosable pecuniary interests and non-pecuniary interests in respect of items on the Agenda.

Minutes:

Councillor M.Larkins declared a non-pecuniary interest in the application from the Haldens Residents Association as the Council appointed representative on the Association.

 

Councillor E.Boulton declared a non-pecuniary interest in the application from Potential Kids as the organisation was known to him.

 

Councillor J.Weston declared non-pecuniary interests in the application from FK Dance Academy as the Academy was known to her and in the application from Talk-in-Herts Counselling Services as they were sub-tenants of the Ludwick Family Club and she was an employee of the club.

2019/20 SMALL COMMUNITY GRANTS - ROUND ONE pdf icon PDF 111 KB

Report of the Corporate Director (Housing and Communities) detailing the applications for Small Community Grants.

Minutes:

Ten applications had been received for the first round of small community grants for the 2019/20 financial year as referred to in the report of the Corporate Director (Housing and Communities).

 

These grants were limited to a maximum of £2,000 per application, however the Board was able to increase this should it be deemed appropriate.

 

There was £39,000 in total available during the financial year 2019/20 to be awarded through these grants and £18,766.90 had been applied for in this round of funding.

 

Details of the applications were set out in the Exempt Appendix A to the report submitted at Agenda Item 10 in the Part II Private and Confidential section of the meeting.

FK Dance Academy

Minutes:

The Academy had applied for a grant of £2,000 for its Urban Street Dance Classes designed to build a strong local community through dance within the youth sector and help young people to engage with one another, build confidence, fitness, team skills and friendships with long lasting memories. This would also help young students to develop skills and inspire them.

 

It was noted that the teachers were elite dancers.

 

The application was unanimously agreed and a grant of £2,000 APPROVED.

Haldens Residents' Association

Minutes:

The Association had applied for a grant of £2,000 to subsidise transport for the club to take senior citizens and the disabled on excursions and shopping.

 

The application was unanimously agreed and a grant of £2,000 APPROVED.

Hatfield House Chamber Music Festival

Minutes:

The festival had applied for a grant of £1,600 to part fund the budget shortfall in this project and their Education Manager’s salary.

 

The Board appreciated the involvement of children and young people in chamber music.

 

The application was unanimously agreed and a grant of £1,600 APPROVED.

Hertfordshire Action on Disability (HAD)

Minutes:

HAD had applied for a grant of £2,000 for the purchase of specialist equipment for hire to support local disabled residents.

 

The Board noted that HAD had not provided information on their sources of funding and agreed that they should be advised to look to other sources of funding for 2020/21.

 

The application was unanimously agreed and a grant of £2,000 was APPROVED.

Hertfordshire Boat Rescue

Minutes:

The service had applied for a grant of £1,545.90 to kit their volunteer crew with safety lighting so that they were visible and safe when they were deployed to water in darkness.

 

The service was based at Stanborough Lakes and was considered as the fourth emergency service supporting the main emergency services.

 

The Board noted that the volunteer crew did not appear to include any ethnic diversity and agreed that the service should be asked to consider the importance of this, particularly in their community outreach work.

 

The application was unanimously agreed and a grant of £1,545.90 was APPROVED.

Mindfulness Support Services C.I.C

Minutes:

The service had applied for a grant of £1,784 to deliver an eight week block of sessions to children in the Borough who had witnessed domestic abuse and violence in the home to give them the tools to continue to use in daily life.

 

The application was unanimously agreed and a grant of £1,784 was APPROVED.

Platypus Swimming Club for the Handicapped

Minutes:

The club had applied for a grant of £2,000 towards the cost of replacing accessible steps for the pool at Hatfield Swim Centre, with the remainder being funded by the Centre.

 

It was noted that the grant would be made, subject to checking with Greenwich Leisure Ltd that this work could be done.

 

The Community Partnerships Manager was asked to advise the Board of the outcome of this.

 

Subject to this, the application was unanimously agreed and a grant of £2,000 was APPROVED.

6h

Potential Kids Limited

Minutes:

The project had applied for a grant of £2,000 to support running term time group sessions including venue hire and themed activities for neurodiverse children and young people with Autism, ADHD and related conditions.

 

It was noted that if in the future the project did not use the Council’s small community grant application form, the Board would not be able to consider their application.

 

The application was unanimously agreed and a grant of £2,000 was APPROVED.

6i

SPACE

Minutes:

Space had applied for a grant of £1,957 towards the cost of a qualified Karate instructor and hall hire as part of their support for parents/ carers of children who had violent and challenging behaviour.

 

The application was unanimously agreed and a grant of £1,957 was APPROVED.

6j

Talk-in-Herts Counselling Services CIC

Minutes:

The services had applied for a grant of £1,880 for room and hall hire, facilitator and interpreter fees and the provision of refreshments as part of their support to the local deaf community, including mindfulness for good mental health.

 

The application was unanimously agreed and a grant of £1,880 was APPROVED.
