Report of the Assistant Director (Planning) on the Minerals and Waste Local Plan Consultation. Officers shared a presentation covering the proposed response to the consultation as set out in Appendix 1 of the report.

 

The following points were raised and discussed:

 

·        Members enquired about bromate contamination at the Hatfield Aerodrome site. Bromate contamination was a concern raised by Members of DMC in November 2019 when considering a response on an application for extraction on the site, which was refused by HCC and the subsequent appeal dismissed. Officers agreed to include reference to concerns over bromate contamination and impact on the site's deliverability.

·        Members were also concerned that two of the three sites in the county are in the same ward. 

 

RESOLVED:

 

(12 voting FOR, 1 voting AGAINST)

 

(1)     “That the panel agrees the proposed response to the Hertfordshire Mineral and Waste Local Plan Consultation (2022) as set out in appendix 1 to the report.”

 

(2)     That the panel request that reference to concerns over bromate contamination and impact on the deliverability of the Hatfield Aerodrome site is added to the consultation response.

INTRODUCTION OF RESIDENT PERMIT PARKING SCHEME, PARKING PLACES AND OTHER WAITING RESTRICTIONS, IN VARIOUS ROADS, PEARTREE WARD, WELWYN GARDEN CITY pdf icon PDF 186 KB

Report of the Assistant Director (Regeneration and Economic Development) on the introduction of a resident parking scheme, parking places and other waiting restrictions within the Peartree ward, Welwyn Garden City.

 

At Cabinet Planning and Parking Panel on 10 March 2022, Parking Services put forward a proposal that a Resident Permit Parking Scheme be introduced into the Peartree 1 Area. Due to objections that had been received during the objection period, the panel requested that Parking Services return to the residents of Peartree Area 1 and reconsult them on the preferred times and days.

 

386 households were consulted, and three objections were received, this compared to 43 at the previous objection period. Of the residents that responded to the timing survey the majority voted for restrictions Monday to Friday 10am to 12noon as this would tackle the commuter parking but also allow visitors of residents to park most of the day.

 

RESOLVED (UNANIMOUS):

 

(1)     “That the Panel considers the objections received in Section 5 in addition to the issues raised in Section 16 around equalities and diversity and recommends to Cabinet to proceed with the creation of the traffic regulation order as advertised; and to note the delegated powers conferred to Executive Member for Community Safety & Parking to sign an executive member decision to proceed with the creation of the traffic regulation order as advertised, subject to unanimous recommendation of the Panel.”

 

(2)   “That the Panel considers the issues raised in Section 16 around equalities and diversity and recommends to Cabinet to proceed with the creation of the amended traffic regulation order as advertised and to note the delegated powers conferred to Executive Member for Community Safety & Parking to sign an executive member decision to proceed with the creation of the traffic regulation order as advertised, subject to unanimous recommendation of the Panel.”
