PUBLIC QUESTION TIME AND PETITIONS

Members noted that a public question had been received.  The Chairman gave the following written answer:

 

I have seen the revised proposal for single and double yellow lines.

 

My submitted question/suggestion is simply this:

 

In light of my objections pertaining to displaced commuter parking along Sutherland Way, I respectfully ask that the Panel consider replacing the proposed double yellow lines with single yellow lines (weekdays 11am-1pm) at the bottom of Hill Rise (around the two 'greens') and partially up Sutherland Way.

 

This would maintain the intended effect of restricting commuter parking but allow residents to park their cars outside their homes outside these hours. I would of course prefer consideration of my original objection to the entire proposal - that proposed lines on Hill Rise would simply displace commuter parking to Sutherland Way and Sutherland Avenue.

Council’s response:

 

The area in question is only an access road and is not wide enough to accommodate a parked car and enough space for other vehicles to pass. Vehicles are currently parking partly on the pavement obstructing pedestrians, other roads users requiring access are mounting the verge to pass parked vehicles (see Appendix C).

 

With regards to the concerns around displacement into Sutherland Way, as mentioned with the report, the response from residents in this and other surrounding roads was not sufficient enough to include them in this consultation. It is standard procedure to monitor new parking restrictions for the first 6 months after they are implemented. During this period all reports of safety issues or parking displacement will be recorded. If any significant safety issues are discovered during the monitoring period, the Council will investigate and carry out the appropriate remedial action.

Report of the Executive Director (Resources, Environment and Cultural Services) which sets out the results of the informal consultation, the formal consultation and the recommended course of action. The residents at 24 addresses were consulted as part of the statutory consultation. Twelve formal objections have been received and are set out in Appendix A of the report.

Members noted that, during the six month monitoring period of the recent changes to the parking restrictions in the roads close to Hill Rise, a number of residents in Hill Rise had reported vehicle displacement taking place on the junction of East Ridgeway and Hill Rise.

 

Members also noted that one late representation objecting to the proposal had been received.

 

In response to questions from Members, Officers advised that the majority of the consultation responses had indicated that the proposed time restrictions, 11am-1pm, where satisfactory.  For clarity and consistency for visitors and together with the management of the parking restrictions (apart from double yellow lines which are enforceable 24/7) single yellow lines and resident parking permit schemes (apart from one exception), generally operated Monday-Friday, 11am-1pm throughout Cuffley.

 

RESOLVED:

 

(1)    That twelve formal objections had been received by the Council be noted.

 

(2)    That the Panel consider the objections outlined in 4.2 and 4.4, in particular the issues raised in Section 12 around equalities and diversity and having considered all the detailed issues in this report including any proposed mitigating actions, recommends to Cabinet to proceed with the amended proposals (Appendix D) and the creation of the Traffic Regulation Order (TRO) for all the reasons set out in this report including 4.3 and 4.5.
