The minutes of the meeting held on 6 November 2019 were agreed as a correct record and signed by the Chairman.

To note declarations of Members’ disclosable pecuniary interests, non-disclosable pecuniary interests and non-pecuniary interests in respect of items on the Agenda.

Councillor L.Chesterman declared a non-pecuniary interest as appropriate by virtue of being a Hertfordshire County Council Councillor.

Report of the Corporate Director (Housing and Communities) detailing the applications for Small Community Grants.

Members received a report of the Corporate Director (Housing and Communities) which detailed the applications that had been received for Small Community Grants.

The report noted that Small Community Grants were limited to a maximum of £2,000 per application.  There was £44,000 in total available during the financial year 2019/20 to be awarded through the Small Community Grants of which £18,766.90 had already been awarded this financial year and this left £25,233.10 to be awarded.

In total £24,313 had been applied for in this round of funding and there had been 14 applications.

The Council looked to support projects which helped achieve at least one of the following priority areas: maintain a safe and healthy community, protect and enhance the environment, meet the borough’s housing needs, help build a strong local economy, engage with our communities and provide value for money.

Members noted that any leftover funds following allocation would be put into the fund for the Queens Sapphire Jubilee Awards – February 2020.

Activating ADHD

Activating ADHD had applied for a grant of £1966 for setting up costs, general running costs of the adult service, marketing materials and equipment and buying in outside services such as expert speakers.

The Board felt that this was a strong application which would provide a new important service for the borough.

AGREED a grant of £1966.

Crusaders Skater Hockey Club

Crusaders Skater Hockey Club had applied for a grant of £2000 for extra skates and pads, hall hire costs, advertising costs and part funding for coaching qualifications, safeguarding and first aid training.

The Board felt that the free fun skate sessions would be a great activity for young people to attend during school holidays. It would offer more variety in the choice of activities locally available and encourage young people to get fit and active.

AGREED a grant of £2000.

Cuffley Hall

Cuffley Hall had applied for a grant of £1000 for the cost of replacing the small hall floor and corridor areas.

The Board appreciated the diverse activities Cuffley Hall provided for a range of different age groups. The Board agreed that long term maintenance should ideally be the responsibility of Cuffley Hall and paid from their own reserves and that Cuffley Hall could review their charging structure to do so.

AGREED a grant of £1000.

Friends of St. Mary’s

Friends of St.Mary’s had applied for a grant of £2000 to provide a one off event in the village of Essendon to celebrate the 75^th Anniversary of VE day.

The Board approved of this community event that would raise awareness and educate young people on World War Two.

AGREED a grant of £2000.

Lemsford Football Club

Lemsford Football Club had applied for a grant of £1000 to pay for coaching courses, First Aid and Safeguarding courses, training equipment and floodlight training.

The Chairman agreed to consider this application even though this application was the second within 24 months.

Report of the Corporate Director (Housing and Communities) detailing the applications for Queen’s Sapphire Jubilee Awards. 

Members received a report from the Corporate Director (Housing and Communities) which provided details of the applications received for Queen’s Sapphire Jubilee Awards (QSJA). An amount of £6,000 had been allocated grant funds for the Queen’s Sapphire Jubilee Awards. There was also £920 allocated to the Queen Sapphire Jubilee Awards from Small Community Grants.

The QSJA enabled the awarding of grants to help and encourage talented young people to reach their full potential in pursuit of their chosen vocation in sport, art, craft or dance.  The grant could be put towards coaching, training or tuition costs; travelling expenses; competition entry fees; or the purchase of kit and equipment.

There were 34 applications (set out in Appendix A) with the total amount applied for being £11,000.

All the applications met the criteria for awards and Members agreed the following amounts:

The Board chose Euan Scott Woodliffe for the Exemplar Award in Sport and James Ashton for the Exemplar Award in Dance.

RESOLVED:

That the grants should be awarded as shown above.
